Valve requires both Prime Status and Profile Level 10 for Premier. Free access does not include Premier, and Prime also governs XP, ratings and weekly care-package eligibility.[1]

Understand the distinction
Buying access and meeting the level requirement are separate checks. A lobby containing a non-Prime player is treated as non-Prime; owning Prime yourself does not turn that lobby into Prime-only matchmaking.[1]
